This development came after the International Criminal Court (ICC) issued a warrant for his arrest, accusing him of crimes against humanity. The allegations against Duterte stem from his controversial anti-drug campaign, which began when he took office in June 2016. Duterte's presidency was marked by a rigorous crackdown on drugs, a campaign that allegedly resulted in thousands of extrajudicial killings. Human rights organizations and critics have argued that many of those killed were small-time users and dealers, with some instances of mistaken identity leading to the deaths of innocent people. Despite the criticism, Duterte retained significant popularity within the Philippines, with many supporting his tough stance on drugs and crime. In response, Duterte initially withdrew the Philippines from the ICC in 2018, arguing that the court had no jurisdiction over him or the country.
